Sinclair Knight Merz provided project consultancy services for the design and construction of a Fuel Spill Fire Training Simulator forming part of the Fire Training Simulator complex at RAAF Base Amberley. The Fuel Spill Trainer was designed to train and certify fire fighters in the control and extinguishment of large-scale fuel spill fires. The trainer uses LPG as its fuel source to reduce air pollution, eliminate ground water contamination and provide training versatility.

An FA-18 mock-up aircraft, designed to survive the repeated fire environment through the use of water drenching, is located at the centre of the burn area. The simulator is capable of:

  • generating flame similar in appearance, height, colour, density and temperature to that of aviation jet fuel fires
  • operating in either full or partial engulfment modes to simulate varying aircraft incidents and quantity of fuel spill
  • realistically responding, under computer control, to either single or multiple hand-line or ARFF vehicle attacks from any direction
  • providing simulated re-flash over predetermined burn areas with safety cut-off and control to ensure against personnel injury
  • pre-programming of fire scenarios including level of difficulty, flame-spread rate, delayed ignition from residual heat and re-flash.

The project consultancy services provided by Sinclair Knight Merz included:

  • taking the project through PWC
  • representing Defence’s interests and administration of the Managing Contractor Contract and ensuring Defence received value for money
  • ensuring probity of the process of delivery of the project.
