SKM undertakes a range of activities to support the strengthening of financial management within government departments. We are thoroughly acquainted with bilateral and multilateral assistance agency requirements for social and poverty assessment as well as resettlement policies and procedures.
SKM also provides consultancy services in the field of governance which is concerned with the overall institutional environment in which a country is governed and how economic, political, legal and administrative authority is exercised to govern a country. SKM is currently managing the AusAID initiative, Ministry of Planning and Finance Capacity Building Project (MoPF).
The services provided in this field of work relate broadly to reform of the public sector to improve its organisational capability to implement policies efficiently and deliver services more effectively. Specific requirements include:
- Civil service reform, including human resource management, education and training and remuneration
- Constitutional/machinery of government reform
- Organisational restructuring and/or ‘rightsizing’
- Strategic management or policy-making processes (at central agency level)
- Decentralisation and local government reform
- Financial management reform
- Government commercial activities review, including opportunities for contracting out, corporatisation and privatisation
- Corporate governance reform
- Accountability reforms (e.g. Ombudsman, anti-corruption activities)
- Law-making and parliamentary reform
- Law enforcement (police) reform
- Justice administration reform (courts, etc)
- Equity reform (gender, ethnicity, disability, etc)
- Civil society participation in governance
- Performance monitoring and evaluation
